    Thesis(Master) -- KDI School: Master of Public Management, 2018In Vietnam, the privatization of state-owned enterprises (SOEs) through equitization has been in progress since 1992. Despite such efforts, state-owned shares remain high in most of the equitized SOEs. Thus, the national government of Vietnam started to pursue the divestment of state ownership in equitized SOEs for the purpose of genuine privatization. This paper focuses on identifying the effect of divestment of state ownership on the performance of enterprises. For a more detailed analysis, performance is classified into profitability and financial stability. This research reviewed the ownership structure change of 740 listed companies in Vietnam from 2001 to 2017, and chose 58 companies that experienced significant divestment of state-owned shares for sample. I calculated the relative performance of selected firms to the market average for both pre- and post-divestment periods. Comparison of the data from these two phases showed that divestment in state-owned shares does not contribute the statistically significant improvement on the performance of enterprises.1.     Poisoning Network Visibility in Software-Defined Networks: New Attacks and Countermeasures

    Abstract—Software-Defined Networking (SDN) is a new net-working paradigm that grants a controller and its applications an omnipotent power to have holistic network visibility and flexible network programmability, thus enabling new innovations in network protocols and applications. One of the core advantages of SDN is its logically centralized control plane to provide the entire network visibility, on which many SDN applications rely. For the first time in the literature, we propose new attack vectors unique to SDN that seriously challenge this foundation. Our new attacks are somewhat similar in spirit to spoofing attacks in legacy networks (e.g., ARP poisoning attack), however with significant differences in exploiting unique vulnerabilities how current S-DN operates differently from legacy networks. The successful attacks can effectively poison the network topology information, a fundamental building block for core SDN components and topology-aware SDN applications. With the poisoned network visibility, the upper-layer OpenFlow controller services/apps may be totally misled, leading to serious hijacking, denial of service or man-in-the-middle attacks. According to our study, all current major SDN controllers we find in the market (e.g., Floodlight, OpenDaylight, Beacon, and POX) are affected, i.e., they are subject to the Network Topology Poisoning Attacks. We then investigate the mitigation methods against the Network Topology Poisoning Attacks and present TopoGuard, a new security exten-sion to SDN controllers, which provides automatic and real-time detection of Network Topology Poisoning Attacks. Our evaluation on a prototype implementation of TopoGuard in the Floodlight controller shows that the defense solution can effectively secure network topology while introducing only a minor impact on normal operations of OpenFlow controllers.     Sex-specific lesion pattern of functional outcomes after stroke

    Relying on neuroimaging and clinical data of 822 acute stroke patients, Bonkhoff et al. report substantially more detrimental effects of lesions in left-hemispheric posterior circulation regions on functional outcomes in women compared to men. These findings may motivate a sex-specific clinical stroke management to improve outcomes in the longer term. Stroke represents a considerable burden of disease for both men and women. However, a growing body of literature suggests clinically relevant sex differences in the underlying causes, presentations and outcomes of acute ischaemic stroke. In a recent study, we reported sex divergences in lesion topographies: specific to women, acute stroke severity was linked to lesions in the left-hemispheric posterior circulation. We here determined whether these sex-specific brain manifestations also affect long-term outcomes. We relied on 822 acute ischaemic patients [age: 64.7 (15.0) years, 39% women] originating from the multi-centre MRI-GENIE study to model unfavourable outcomes (modified Rankin Scale >2) based on acute neuroimaging data in a Bayesian hierarchical framework. Lesions encompassing bilateral subcortical nuclei and left-lateralized regions in proximity to the insula explained outcomes across men and women (area under the curve = 0.81). A pattern of left-hemispheric posterior circulation brain regions, combining left hippocampus, precuneus, fusiform and lingual gyrus, occipital pole and latero-occipital cortex, showed a substantially higher relevance in explaining functional outcomes in women compared to men [mean difference of Bayesian posterior distributions (men - women) = -0.295 (90% highest posterior density interval = -0.556 to -0.068)]. Once validated in prospective studies, our findings may motivate a sex-specific approach to clinical stroke management and hold the promise of enhancing outcomes on a population level.Peer reviewe

    An Integration Avenue of Ground Monitoring Based on Wireless Sensor Networks

    Since wireless sensor networks (WSNs) have a lot of potential capability to provide diverse services to human by monitoring things scattered in real world, they are envisioned as one of the core enabling technologies for ubiquitous computing which organizes and mediates both physical and social interactions anytime and anywhere. WSNs are being adopted in various fields and things in their zones are being monitored. However, existing WSNs are normally designed for observing special zones or regional things based on small-scale, low power, and short range technologies. Seamless system integration at a global scale is still in its infancy stage due to the lack of the fundamental integration technologies. In this paper, we present a global integration avenue of ground monitoring based on WSNs. The proposed avenue includes design, integration, and operational strategies of IP-WSN based territorial monitoring system to ensure compatibility, interoperability, and real-time. Specifically, we offer the standardization of sensing data formats using IP-WSN and database interfaces using EPC sensor network, which enable a spontaneous and systematic integration among the legacy WSN systems. Also, we categorize network topology according to topographic characteristics thereby helping deploy sensor nodes on the real environment. Therefore, the proposed technology would be a milestone for the practically deployable global territorial monitoring systems

    Dual Surgical Navigation Using Augmented and Virtual Environment Techniques

    To obtain additional depth and visual information in endoscopic surgery, a dual surgical navigation system using virtual reality (VR) and augmented reality (AR) techniques complementarily was developed. A VR environment was constructed in the default 3-D view of the navigation software and an AR environment was developed as a plug-in module. The spatial relationships among the target organ, endoscope, and surgical tools were visualized, and the visual information superimposing invisible organs on the endoscopic images was supplied using the AR environment. Phantom experiments and preliminary clinical application showed promising results for surgical navigation. © Taylor & Francis Group, LLC.1
